These verses can be understood as follows,
Here in the first verse, we are dealing with a time of judgment
i.e. when God is judging Israel.
But here, in the latter 2 verses,
we are dealing with a time of war,
when God is defending Israel against her enemies.
In such an instance, He cruses the enemy nations
with the full extent of His power.
